This looks like a neon spiral connected at one end to the power line and with an antenna on the other end.

My guess is that this is some sort of indicator, since it looks like a neon tube with one end connected to the high voltage line and the other end to an antenna.

A 2040 tube rebadged by Otis and used as a touch sensor. A DC voltage with an AC reference to earth was used to detect the vicinity of an earthed object (a finger) and latch by initiating a neon discharge. There are three connections. A large plate, a loop of wire just above the plate and a glass sleeved centre electrode that is exposed just under the top of the tube in the touch sensing area.
